E400 ISR is Event 38's fixed-wing VTOL aircraft for surveillance, public safety, border security and search-and-rescue. It combines vertical launch and recovery with a carbon-fibre airframe and a 40× zoom EO/IR gimbal.

Event 38 specifies 120 minutes of endurance at full operating weight, IP53 protection and deployment by one operator from box to flight in four minutes. Payload, radio link and operating approval remain mission-specific.
